شهروند|کمیته بینالمللی صلیبسرخ (ICRC) پس از حملات پیدرپی به کارکنان این کمیته در افغانستان، تصمیم به کاهش حضور خود در افغانستان گرفت. از دسامبر 2016، کمیته بینالمللی صلیبسرخ سهبار بهطور مستقيم در شمال افغانستان مورد هدف قرار گرفته است. ازجمله مکانهایی که این کمیته از لحاظ امنیتی آن را در سطح بالایی میدید، مرکز توانبخشی مزار شریف بود. مونیکا زانارلی، رئیس هیأت کمیته بینالمللی صلیبسرخ در افغانستان، گفت: این وقایع نهتنها کمیته بینالمللی صلیبسرخ در افغانستان، بلکه کل کمیته را تحتتأثیر قرار داده است.
به دنبال بحثهای بسیار با دفتر مرکزی کمیته در ژنو، کمیته بینالمللی صلیبسرخ به این نتیجه رسیده است که انتخاب دیگری ندارد، اما بشدت حضور و فعالیتهای خود در افغانستان، بهویژه در شمال کشور را کاهش داده است.
به همین ترتیب، دفاتر کمیته بینالمللی صلیبسرخ در مایمانا و قندوز بسته خواهد شد و فعالیت هیأت اجرایی آن در مزار شریف بهطور جدی کاهش خواهد یافت. مرکز توانبخشی مزار شریف به فعالیت خود ادامه میدهد، درحالیکه کمیته بینالمللی صلیبسرخ توانایی دیگر همکاران خود، چه سازمانهای بشردوستانه و چه مقامات افغانستانی را بررسی میکند. در سایر نقاط کشور نیز فعالیتها بررسی میشود. در همین حال، کمیته بینالمللی صلیبسرخ روی برنامه مجزا و اجتماعی برای کارکنان خود که تحتتأثیر اینگونه حملات قرار میگیرند، طراحی میکند.
زانارلی گفت: این لحظه، موقعیتی دشوار برای کمیته بینالمللی صلیبسرخ و کارکنان آن است. پس از 30سال حضور مستمر در کشور، ما حضور و عملیاتهای خود را کاهش میدهیم، اما این مسأله بسیار واضح است که ما از افغانستان خارج نمیشویم. محدودشدن خطر قرارگیری کارکنان ما در حوادث اینچنینی، تمرکز اصلی ماست، در عین حال کمک به افرادی که تحتتأثیر قرار گرفتهاند نیز بهترین راهی است که کمیته از عهده آن برخواهد آمد.
در دسامبر 2016 یکی از کارکنان کمیته بینالمللی صلیبسرخ در ولایت قندوز ربوده و چهار هفته بعد آزاد شد. این حادثه به دنبال کشته شدن وحشیانه 6 کارمند و ربودن دو نفر دیگر در استان جوزجان به وقوع پیوست. پس از بازجوییهای طولانیمدت هفتماهه، دو کارمند ربوده شده در تاریخ 5 سپتامبر آزاد شدند. فقط 6 روز پس از آن، یک فیزیوتراپیست توسط یک بیمار در مرکز توانبخشی در مزار شریف کشته شد.
Afghanistan: ICRC reduces its presence in the country
After a series of attacks on its staff, the International Committee of the Red Cross (ICRC) has taken the decision to reduce its presence in Afghanistan.
“Since December 2016, the ICRC has been directly targeted in northern Afghanistan three times, including in what we considered one of our safest facilities, the rehabilitation center in Mazar-i-Sharif. These incidents have affected not only the ICRC in Afghanistan, but the organization as a whole,” said Monica Zanarelli, head of delegation for the ICRC in Afghanistan.
Following intensive discussions, together with the organization’s headquarters in Geneva, the ICRC has reached the conclusion that there is no other choice but to drastically reduce its presence and activities in Afghanistan, in particular in the north of the country.
Consequently, the ICRC’s offices of Maimana and Kunduz will be closed, while its sub-delegation in Mazar-i-Sharif will be seriously downsized. The rehabilitation center in Mazar-i-Sharif will remain open, while the ICRC assesses the ability of partners – whether other organizations or the Afghan authorities – to take over the running of the center. In the rest of the country, activities are also being reviewed. Meanwhile, the ICRC is working on a severance and social plan for the staff who will be affected by the closures.
“This is a difficult moment for the ICRC and the staff,” said Ms. Zanarelli. “After 30 years of continuous presence in the country, we are reducing our presence and operations. But let’s be very clear, we are not leaving Afghanistan. Limiting our staff’s exposure to risks is our focus, all the while assisting the people affected by the conflict the best way we can.”
In December 2016, an ICRC staff member was abducted in Kunduz province, and released four weeks later. This incident was followed by the brutal killing of six staff and the abduction of two others in Jawzjan province. After a seven-month-long ordeal, the two abducted staff were released on 5 September. Only six days after that, a physiotherapist was shot and killed by a long-term patient inside the rehabilitation center in Mazar-i-Sharif.
